Who We Are

About Sejahtera Counsel


Sejahtera Counsel was founded with a straightforward purpose: to provide individuals with clear, honest legal guidance on the pension and retirement entitlements they have spent years building. Too often, people arrive at retirement age uncertain about what they are owed, unsure whether mistakes have been made, or locked in disputes they do not know how to navigate. We set out to change that — one client at a time.

The practice operates from Suite 14-2, Menara Hap Seng, in the heart of Kuala Lumpur's legal district. We chose this location deliberately — close to the regulatory bodies and tribunals that our clients' matters regularly involve, and accessible from across the Klang Valley by both public transport and road.

Our work covers three areas: pension rights reviews for individuals who want to understand their position; representation in EPF and retirement account disputes involving contested withdrawals or employer non-contribution; and the preparation and conduct of civil service pension appeals. These are not unrelated areas — they reflect the different stages and circumstances in which a person's pension can become uncertain or contested.

We are a small practice by design. Every client who comes to us receives the attention of a qualified practitioner, not a junior assistant working through a checklist. We write in plain language, we give honest assessments of where matters stand, and we do not proceed further than the client has agreed to proceed.

Our mission is straightforward: to help Malaysians understand and, where appropriate, assert the pension rights they have earned. We approach each matter as a responsibility, not a transaction.

How we conduct our work


Admitted to the Malaysian Bar

All practitioners at Sejahtera Counsel hold valid practising certificates issued by the Malaysian Bar and are in good standing.

Written Engagement Terms

We issue a written letter of engagement before work begins, setting out the scope, fee, and what you can expect at each stage. Nothing proceeds without your agreement.

Client Confidentiality

All information shared with us is protected by legal professional privilege. We do not disclose client details to any third party except as needed to conduct your matter, and only with your knowledge.

Compliance with Legal Ethics

We adhere to the Legal Profession (Practice and Etiquette) Rules and the standards set by the Malaysian Bar Council, including those governing fees, conduct, and client care.

PDPA Compliance

We process personal data in accordance with the Personal Data Protection Act 2010. Client data is held securely and retained only as long as the matter requires.

Regular Client Communication

Our Approach

Pension law in Malaysia — what we know and how we work


Pension and retirement entitlements in Malaysia are governed by a layered body of law — the Employees Provident Fund Act 1991 for private sector workers, the Pension Act 1980 for civil servants, and various subsidiary legislation, scheme rules, and administrative guidelines that shape how those entitlements are calculated and paid. Navigating this framework is not straightforward, particularly for individuals who have spent decades contributing to a scheme and then find that the amount they receive does not reflect what they expected.

Sejahtera Counsel's work in this area draws on careful reading of the relevant statutory provisions and, importantly, on the published and unpublished administrative practice of the EPF Board and the relevant pension authorities. Many pension disputes are not straightforward questions of law — they involve how contribution records are maintained, how calculation methodologies are applied, and whether the individual's circumstances have been properly accounted for.

Our civil service pension appeal work involves matters before the Service Appeals Board and, where necessary, correspondence with the Public Service Department. We understand the process and the expectations of those bodies, and we prepare appeals that address the grounds methodically without overstating what can be achieved.

Regardless of the nature of a matter, our starting point is always the same: understand the client's position thoroughly, explain it to them plainly, and let them decide how they wish to proceed. Legal representation is a choice, and it should be an informed one.
